John Clark, a former Navy SEAL, takes command of Rainbow, a newly formed multinational counterterrorist unit based in England. Soon the team is confronted with a disturbing series of apparently unrelated attacks, including a hostage crisis at a Swiss bank, a kidnapping and a bloody assault on a Spanish theme park. Clark and his men begin to suspect that these incidents are connected and that someone may be testing their capabilities. Their investigation gradually exposes a far more ambitious conspiracy involving radical environmentalists whose plan threatens not merely individual victims but much of humanity.
