This doctoral thesis examines how the concept of sustainable forest management is interpreted, contested and operationalized within complex policy arenas involving multiple levels of governance and diverse actors, with empirical case studies drawn from the forests of East Kalimantan in Indonesia; it explores how environmental dimensions are incorporated into forest management policies when central government agencies, regional authorities, local communities, private concession holders and non‑governmental actors interact, negotiate and influence the ways sustainability goals are articulated and implemented in practice, highlighting the tensions, power dynamics and institutional mechanisms that shape forest policy outcomes in a context where competing interests and governance scales must be reconciled to achieve more equitable and environmentally sound forest governance.
